Description

The objective of the project was to elaborate proposals on approaches for creating a legal framework implementing Directive 2003/98 of the European Parliament and of the Council from 17 November 2003 on the re-use of public sector information in Bulgarian law. The project’s scope covered a review and an analysis of the Directive, as well as of the plausible approaches to its transposition into national legislation adopted by other EU member states. The project also included analyzing tendencies in amendments and improvements in the EU legal framework for the re-use of public sector information. The current regime and already existing practices in Bulgaria in the area of the re-use of public sector information were analyzed as well.

The project was aimed at assisting Bulgaria’s relevant state bodies in making a decision on which approach to take when implementing the Directive into Bulgarian legislation and adopting a normative framework for social relations, related to the re-use of public sector information. Establishing clear, transparent, non-discriminatory and objective conditions for the re-use of public sector information facilitated access to such information by interested parties and contributed to developing Bulgaria’s information industry and increasing the quality of Information Society services available in Bulgaria.
