The e-Governance Act, entered into force on 12 of June, 2008 and the relevant ordinances necessitate strict requirements for information systems of the administrative bodies in relation to their operative interoperability and information security. In order the implementation of those requirements to be guaranteed, the act introduces two main mechanisms:

  • Mandatory certification of those systems, respectively to the assignments of their development or acquisition from entities accredited by the Chairman of the State Agency for Information Technology and Communications (SAITC)
  • Planned and interim control in accordance with methodology approved by the Chairman of the State Agency for Information Technology and Communications

SAITC has conducted the necessary preparation for check and control of the operative interoperability. The needed administrative capacity for accreditation of checking and controlling personnel, who are going to certify compliance with requirements for operative interoperability and information security, is build up. This is requirement for the administrations according to the Ordinance on General Requirements for Operative Interoperability and Information Security and more specifically:

Article 102

1.Subject to certification for conformity with the requirements for operative interoperability and information security are the following assignments for:
    (a) development or acquisition of administrative information system;
    (b) development of direct accessibility between the information systems in accordance with article 7;
    (c) development or acquisition of specialized information systems under article 20, paragraph 2;

2. Certification under paragraph 1 is conducted on demand from interested administrative body.

The seminar has pure practical objective – issues discussed as part of the designated programme are controversial matters that the participants raised as well as such matters stemming out from the regulatory framework in connection to certification of IT projects’ assignments. The aim of the training is to build up the necessary expert capacity for elaboration of assignments, qualified for successful certification. In connection to this, the following will be presented:

1) Broader interpretation of the requirements for operative interoperability and information security
2) Methods for defining components and functions of IT developments, which ensure uniform interpretation with regards to the procedure for certification of         assignements.
3) More significant components and functions of IT developments that visibly contradict to the requirements for operative interoperability and information security.
4) Part of the “Methodology for planned and interim control of the operative and network interoperability and information security in the administrative bodies’ information systems” that is related to the control of the administration’s work.
5) Practical introduction to the basic functions of the information system for the administrations, developed in compliance to the Electronic Governance Act, that are not inherent to the existing document flow information systems, etc.

The methodology is elaborated in order to implement Article 60 of the Electronic Governance Act in conformity to §5 of the Transitional and Concluding provisions of the Ordinance on the General Requirements for Operative Interoperability and Information Security, entered into force 17th of November, 2008, prom. SG. 46/12.
The methodology is part of the internal rules of SAITS, in accordance to which the Chairman of SAITS "conducts control of the information security and operative interoperability of specific information system or of the undertaken measures by the administrative body through designated by him particular persons and gives recommendations for their improvement."

  • Heads of IT departments in the administrations
  • Heads of teams for management of projects under Operational Programme Administrative Capacity
  • Heads of units for administrative servicing and others related to the implementation of IT projects
