Law and Internet Foundation is a Bulgarian NGO & Research centre which supports and performs applied studies, scientific research, programmes and projects, and provides consultancy and deliver trainings in the field of legal, technological, and social issues related to the use of information and communication technologies both in public and private sectors.
Recently the activities of the organisation have been focused on transferring knowledge, expertise and best practices for smart, sustainable and inclusive growth with a special focus on:
- Legal analyses and ethics reviews in the process of development and implementation of projects enhancing fundamental rights, facilitating ICTs uptake and piloting novel solutions.
- Support to the design and execution of policies regarding the overall national legislative framework and practice of the governmental bodies, judiciary, and local authorities.
- Promotion of just, peaceful and inclusive societies.
- Increasing competitiveness through technology innovations, boosting both entrepreneurship and social entrepreneurship initiatives.
Law and Internet Foundation research and policy reform projects were supported by prestigious donor organisations as the European Commission, the World bank, NATO, American Bar Association – Legal initiatives for Central Europe and Eurasia (ABA/CEELI), U.S. Agency for International Development (USAID), Canadian International Development Agency (CIDA), The Balkan Trust for Democracy, U.S. Department of State, etc.
Our experts have participated in the legislative process of the current ICT regulations and in implementation of the European legislation in Bulgaria – the Electronic Commerce Act, the Electronic Governance Act, the Electronic Document and Electronic Trust Services Act, the Electronic Communications Act, the Commercial Register Act, the cybercrimes section of the Criminal Code and many other acts of primary and secondary legislation and instructions in the field of ICT. They have been frequently invited to support the elaboration of key policies and strategies of national importance such as the Strategy for Bulgaria's Competitiveness on the International ICT Markets, the Strategy for e-Government, the Strategy for e-Healthcare in Bulgaria, the Policies and Standards for provision of administrative services, etc. LIF experts are also authors of more than 500 books, articles, analyses and research studies in ICT Law in Bulgaria and abroad; and are editors of prestigious international publications in this area.
LIF earned ISO 9001 certification in 2011 and is currently certified to ISO 9001:2015 and ISO 27001:2017 for ‘Programme and Project Preparation and Management.
