The first International Capacity Building Training, part of the INCEPT Project, organised by the Law and Internet Foundation, took place on the 7th of October 2025 in Sofia, Bulgaria. The event brought together over 40 prosecutors, judges and experts from various European countries, who participated both online and in person, to discuss the challenges and opportunities related to the application of the European Investigation Order (EIO) and the interception of telecommunications in a cross-border context.
The training opened with welcoming remarks from Prof. Dr. Daniela Ilieva, Executive Director of the Law and Internet Foundation, who emphasized the importance of international cooperation and knowledge exchange in the field of lawful interception. Participants took part in an interactive poll to share their professional background and experience, which helped tailor the discussions to their experience and interests.
Two interactive case studies allowed participants to apply their knowledge to real-life scenarios involving cross-border evidence collection and encrypted communications. The discussions highlighted the importance of effective coordination, secure communication channels, and early contact between competent authorities, as well as the value of Eurojust, the European Judicial Network (EJN), and upcoming digital tools such as the eEDES system for secure electronic exchange of EIOs.
The event concluded with closing remarks underscoring the importance of electronic evidence and digital solutions in modern investigations and reaffirming the commitment to strengthening cross-border judicial cooperation across the EU.
The INCEPT Project is implemented with the financial support of the EU Justice Programme and aims to strengthen the capacity of judicial and law enforcement authorities to effectively use tools for cross-border cooperation in criminal proceedings, particularly in the area of electronic evidence and telecommunications. The project is coordinated by Law and Internet Foundation in partnership with Adam Mickiewicz University (Poznan, Poland), CEELI Institute (Czech Republic) and the Science and Research Centre Koper (ZRS Koper), Slovenia.
