The iCare2 project has as one of its objectives, the establishment of pre-mediation desks in partner countries, designed to serve as contact points for families involved in cross-border disputes, such as cases related to international child abduction.

More specifically, those desks support families by providing initial assessments, information, and guidance on mediation. This ultimately helps parents prepare for mediation, reach temporary agreements, and connect with qualified mediators or other relevant authorities.

In Bulgaria, the Law and Internet Foundation will serve as the pre-mediation desk for the country. Located in Sofia, Bulgaria, the pre-mediation desk, can be contacted by those who need it on the following channels:

The team of the Law and Internet Foundation leading the desk will consist of legal experts and certified mediators under the Bulgarian Ministry of Justice regulations, which ensures that the expertise they provide is neutral, accurate, and with full respect to international instruments regulating cross- border child abduction. The structural setup in Bulgaria also ensures collaboration with certified Bulgarian mediators, establishing clear pathways for referral, documentation, and communication across borders.

The Law and Internet Foundation has formed collaborations with two leading Bulgarian mediation centers to which suitable cases may be referred, upon consent, after the pre- mediation procedure:

  1. Collaboration with the Professional Association of Mediators in Bulgaria (PAMB).
  1. Collaboration with the Institute of Mediation and Dispute Management (IMEUS).

Both centers have experience in mediating international family disputes. By helping parents in those foundational stages, pre-mediation lays out the groundwork for more constructive communication and sustainable agreements later on.
