The UP2030 project has officially launched the Service Platform, a new online hub that helps European cities plan and deliver their transition to climate neutrality.

Presented during UP2030’s Final Conference in Barcelona, the platform marks a major milestone in the project’s three-year journey supporting cities at the forefront of Europe’s green transformation. Developed under the EU’s Mission on Climate-Neutral and Smart Cities, it brings together practical tools, methods and knowledge that cities can immediately apply in their local transition plans.

“The main goal is to help cities build on what they have already achieved,” said Imanol Ugalde, lead on upscaling activities in UP2030. “The Service Platform brings together the key resources cities need to take their project ideas further and address their main challenges in governance, finance and knowledge sharing, with the aim of ensuring that these project ideas can reach more people and have a wider impact.”

Designed around the project’s 5UP framework (UP-DATING, UP-SKILLING, UP-GRADING, UP-SCALING and UP-TAKING), the Service Platform focuses strongly on the upscaling component and provides cities access to:

  • Analytical resources to help cities understand urban patterns, identify shared challenges and explore pathways toward climate-neutral and resilient development;
  • Guidance on transformative governance and participation, supporting more inclusive, adaptive and collaborative decision-making for urban transformation;
  • Frameworks for financing and investment, helping cities assess the socio-economic and environmental impacts of interventions and mobilise green funding for sustainable projects.
  • 5UP Methodology Workbook, offering an integrated strategy for multilevel action on climate neutrality, resilience and spatial justice.
  • Best practices from cities that developed a plan for the future for their pilot projects.

By making these resources openly available, UP2030 ensures that the project’s insights and methods can continue to support cities in achieving climate neutrality. The platform strengthens the Mission’s shared knowledge base and promotes collaboration and mutual learning among cities across Europe.
