On 9–10 April 2025, the SPARROW project held its first official partner meeting in Athens, bringing together representatives from all 15 partners to review progress, share updates, and coordinate the next project phases. Funded by the European Union’s Horizon Europe programme, SPARROW is developing an innovative platform to support crisis preparedness and response during digital breakdowns and cascading emergencies.
During the meeting, the consortium discussed technical progress on key SPARROW components, including the City Digital Twin, emergency communication tools, and infrastructure simulation engines. The next major milestone will be the execution of three pilot use cases in Cyprus, Greece, and Czechia, testing the platform’s real-world applicability in diverse scenarios such as urban flooding, smart city disruptions, and traffic system failures.
The Law and Internet Foundation (LIF) presented the progress of SPARROW’s internal ethical monitoring and the established ELSA governance framework. The focus is now shifting toward the legal and ethical design of SPARROW tools and ensuring the ethical execution of pilot activities planned.
With pilots approaching and system integration underway, the SPARROW project is on track to deliver a responsible and resilient response ecosystem for European cities.
