Full Re-engineering of the Administrative Activity of the National Council on Prices and Reimbursement of Medicinal Products for the Purpose of Transition to Fully Electronic Handling of Administrative Activity of Information Processing

Consortium „Sirma-PI” signed a contract for a tender with the following subject: „Performance of full re-engineering of the administrative activity of the National Council on Prices and Reimbursement of Medicinal Products for the purpose of transition to fully electronic handling of administrative activity of information processing”, aiming to achieve a full re-engineering of the administrative activities by making a transition to performing the information processing entirely in electronic form.

Preparation of legal analyses of the current legislation and in particular the existence, structure and functions of the Council and the registers and services it supports, and drafting recommendations for improving the organization of activities in the Council general and specialized administration. Analysis of the existing administrative processes and the current state of services and drafting recommendations for their improvement - preparation of legal analyses of 15 public services and drafting recommendations for providing them electronically, including recommendations for legislative changes. Audit of the optimized models of administrative services and activities through unified definitions of services and procedures, reflecting the recommendations of the analysis. Drafting of internal rules regulating for the internal flow of electronic documents and paper documents in the administration. Providing legal advice and legal auditing of the prepared applications for registration of electronic administrative services, unified data and information objects. Ad hoc consultations on legal and organizational matters relating to the implementation of activities under the contract.

The overall objective of the project is to develop a modern and effective administrative information system, processing all administrative procedures and providing comprehensive administrative services for both citizens and businesses. The expected result is a greater efficiency of all administrative operations, improving the quality of the services offered and increasing the public awareness through the establishment of public records and user-friendly electronic services.
