Tomislav Toshkov

Tomislav Toshkov graduated with honors in Law (LL.M.) from the Faculty of Law at Sofia University "St. Kliment Ohridski" (2014-2019) and has been a legal professional since 2020. In 2021, he successfully passed the bar admission exam before the Supreme Bar Council (under Art. 4, para. 1, item 4 of the Bar Act).

In 2017, he completed a mediation qualification course. Since 2022, he has been a lecturer in mediation (general and commercial). As of 2024, he is a PhD student in the professional field 4.6 "Informatics and Computer Science" at the University of Library Studies and Information Technologiesand, and a part-time lecturer in the subject "Electronic Identification (Technologies and Law)" for fourth-year students at ULSIT.

Since 2016, he has worked at the Krastyu Tsonchev Attorneys’ Training Center to the Supreme Bar Council, and in 2022, he was elected by the Management Board as the Secretary General of the Center. In 2021, he was appointed as the representative (Info Point) for the European Programme for Human Rights Training for Legal Professionals (HELP Programme) of the Council of Europe for the Bulgarian Bar, and since July 2021, he has been a member of the Programme’s Advisory Board. Since 2022, he has been designated by the Supreme Bar Council as a representative and member of the Advisory Board of the European Lawyers Foundation (ELF).

He is a certified trainer under the HELP Programme, conducting trainings for Bulgarian lawyers on human rights protection topics. He is also an external expert for the Council of Europe and a certified UNICEF trainer in juvenile justice.

In his legal practice, he has provided consultancy services to individuals, legal entities, as well as local government bodies and representatives. He has worked on projects for the Council of Europe, the Center for the Study of Democracy, the Bulgarian Lawyers for Human Rights Foundation, the Bulgarian Helsinki Committee, the Lachezar Tsotsorkov Foundation, the Law and Internet Foundation, etc.
